Mrs. Scarboro was born April 3, 1951, in Swainsboro, GA to the late Willis and Jewel Claxton. She was a 1970 graduate of Swainsboro High School. She married George Arthur Scarboro, Jr. in 1972, who passed away in 1986, leaving her with two children to raise.
